Idempotency

Send Idempotency-Key on any POST to make it safely retryable:

POST /v1/applications
Idempotency-Key: a1b2c3d4-e5f6

• The platform stores the response for 24 hours keyed by (tenant, key).
• Replaying returns the original response.
• Different bodies under the same key return 409.
